According to a Gallup poll, only two out of 10 workers believe their manager is doing a good job of encouraging them to do their best work. But as an HR employee, you can't give inaccurate information. You need to know that it's better to say, 'I'm not 100% sure; let me take a look, and I'll get back to you.' Otherwise, you could convey wrong information and create confusion, or you could come off as a bit of a 'know-it-all.'
